Penza is an administrative center of Penza Oblast, a region of Russian Federation located in the western part of the Volga Upland. Penza region has a population of 1,550,000 people. It occupies a territory of 16,680 square miles. The region is bigger than Belgium, Switzerland, Albania or the Netherlands taken separately. The region has 28 districts, 10 cities and towns and 16 urban settlements. The largest cities are Penza and Kuznetsk. The Penza region borders the Republic of Mordovia, and the Ryazan, Saratov, Tambov, and Ulyanovsk regions of Russia. Ethnic Russians account for 86% of Penza?s population. Others groups include Mordvinians,Tatars, and Ukrainians.
